Admiral Rodolfo de Saboia

Rear Admiral Rodolfo Henrique de Saboia brings decades of leadership and public service to Brazil’s energy and maritime sectors. A graduate of the Brazilian Naval Academy, he also holds a master’s in Command and Staff, a Ph.D. in Naval Policy and Strategy from the Naval War College, and an MBA in International Management from Coppead-UFRJ.

With more than 40 years of service in the Brazilian Navy, Adm. Saboia held key positions such as Deputy Chief of Organization and Naval Affairs, Commander of the Surface Force, and Coordinator of the Navy Refitting Program. After transferring to the Naval Reserve in 2012, he served as Environment Superintendent at the Ports and Coastal Directorate.

From December 2020 to December 2024, he served as Director-General of the Brazilian National Agency of Petroleum, Natural Gas, and Biofuels (ANP), where he led regulatory advancements and fostered innovation in Brazil’s energy sector.
